    Ricardo Ehrlich, the Mayor of Montevideo, had initiated a meeting with the local shopkeeper along 18 de Julio. This was in preparation for the implementation of a rule about advertising on the public roads. This was surely a new rule that had come about for particular reasons.

    In order to see what sort of scheme that would be able to be set up with business owners and so forth, the Director of Economic Development, Luis Polakof, had said that the idea was to first begin work on 18 de Julio.
